Impressive early jointed arm doll.  Though the doll measures approx 2.5", the clothing is about 1/2" longer than the doll making it about 3".
I mention it could be an old ornament as it looks like the remains of fragile ornament string are attached.
The fabric is fragile and has tears.   Hoping you can see that in the closeup photographs.
