Please read below information I received from Historian Richard Tollner about this spool chest.
Your cabinet was made at the Charles Tollner & Sons Factory in Pulaski NY (north of syracuse NY) between @1880 and 1896. Likely 1880-1886. Charles Tollner Sr founded C. Tollner & A Hammacher in NY city was later became Hammacher Schlemmer Catalog company. He was the friend of F. W. Woolworth, R.H Macy, Joseph Steinway, Edison's assistants, Montgomery Ward's owners, Goodyear and Cluett & Peabody.
Mr Tollner sold his ownership to T & H to start what was eventually this company. His handmade forged steel tools from NYC and these cabinets are highly collectable,... yours being one of the rarest models sold today. I have seen but three of your model available since 1985 when I became the Charles Tollner & Sons Factory Historian. The cabinets were shipped to California, the northeast U.S. and a majority of the U.S. midwest.
I have one of those three in my home in original but worn condition....that one is C. 1880
