Vintage CELLULOID Young GIRL DOLL Jointed with Crepe Paper Dress CAKE TOPPER

Here is a lovely little vintage celluloid girl doll figure. Her body and head are made of celluloid. Her arms are jointed and movable. Her costume/dress is made of crepe paper. Her hair is also made of crepe paper. She wears a decorative head band and has a little flower at her chest. Her feet are wrapped in crepe paper. Measures 2 1/2" tall.
I was wondering if maybe she is a cake decoration or topper. No mark as to maker or country of manufacture -- perhaps made in Japan.
Condition: Good used condition
-- coming from a smoke-free and pet-free environment. No cracks in the celluloid. Age toning to the crepe paper, headband and flower. Her arms rotate nicely.
